Pulaski Circuit Court Clerk Removed From Office by the Kentucky Supreme Court

Pulaski Circuit Court Clerk Joseph “JS” Flynn has been removed from office by the Kentucky Supreme Court. Flynn was accused of creating a hostile work environment for staff in the Somerset office. There were several allegations against Flynn in a 20 page opinion. Flynn was appointed to the circuit court clerk position in 2016. He was elected in 2018. The opinion said Flynn was accused of inappropriate behavior at work, including cursing at staff in front of the public and forcibly kissing and touching a deputy clerk. Flynn has been suspended from work with pay since March 2022. The act of removing a circuit court clerk, an elected official, is rare. Kentucky Attorney General Russell Coleman and several assistant attorneys general appeared as counsel for the special advocate.
