Daylight Saving Time is the period of the year where we move clocks forward by one hour in order to better preserve use of daylight. The Uniform Time Act allows states to opt out of DST staying on standard time year-round and this year, Rep. Steven Doan thinks it’s time to stop springing forward and falling back. Less than 40% of countries in the world use DST, and 2 US States, Arizona and Hawaii do not observe daylight saving time. Representative Doan says that health effects that occur during time change periods actually pushed him to file. There was a New England Journal of Medicine study that showed that there is a 40% increase in heart attacks around that time. If adopted, this weekend will be the last time Kentuckians “spring forward,’ and in November, Kentuckians would fall back for the final time before fully adopting Standard Time year-round. Back in September, it was reported that at least 550 bills and resolutions have surfaced concerning time changes at the state level in recent years and with House Bill 674 currently awaiting committee assignment, Representative Doan is hopeful for Kentucky’s timing in the future. This isn’t the first time Kentucky has attempted legislation regarding time changes. Three pieces of legislation regarding changes to DST failed in DST, and in 2023 a measure to make DST year round versus Standard Time also failed.
