Laurel and Whitley Counties Merge Emergency Management Programs

History was made this week as Laurel County Judge-Executive David Westerfield and Whitley County Judge-Executive Pat White, Jr. were the first in the state to announce they had merged their emergency management programs. Judge Westerfield said with the current numbers of volunteers dropping in emergency services, this will allow both counties to leverage each other in times of need. Judge White said he feels it is a win, win for both counties. Through this merger of the two counties, the current Whitley County Emergency Management Director Jerry L. Rains will become the Laurel/Whitley County Emergency Management Director. Director Rains said he is humbled and honored to have this opportunity and grateful for the faith and trust Judge Westerfield and Judge White has placed in him.
