Laurel County Police Arrest Clay County Man For Strangulation

Laurel County Sheriff John Root says K-9/Sgt. Gary Mehler and Deputy Zach Allen were dispatched to a home off Swafford Drive on a physical domestic disturbance complaint. Deputies determined that a verbal disagreement resulted in the physical assault of a woman. The woman was reportedly eight-months pregnant and was holding an infant as she was choked and punched several times. Deputies said that the victim had visible marks on her face, neck, and forearm areas along with a cut bottom lip. There was also another infant present during the reported assault. Police arrested 45-year-old Paul Samuel Owens, of Manchester, and charged him with first degree strangulation, fourth degree assault and endangering the welfare of a minor. He was lodged in the Laurel County Correctional Center.
