Clay County Sheriff, Patrick Robinson, says that he and Chief Deputy Clifton Jones were called out to a video arcade store where a man was reportedly passed out behind the wheel of a vehicle. When they arrived at the scene, they found 43-year-old David Ratliff, of Manchester. While pulling out his ID, a baggy of meth, pills, and a large sum of cash fell out. Ratliff had nine grams of methamphetamine, several pills of fentanyl and $3,034 in cash. Ratliff was arrested for trafficking in a controlled substance – methamphetamine, and public intoxication. He was lodged in the Clay County Detention Center.
