Laurel County Sheriff John Root says Deputy Nate Bishop and Deputy Zach Allen were dispatched to a single vehicle crash on West Laurel Road. While enroute to the scene deputies were advised by Laurel 911 Dispatch that the driver had left the scene on foot. Deputies found the man, 49-year-old Roy Osborne, of London, walking along Highway 192 and determined he was under the influence. They also found that he was a parole violator. During a search, deputies found Osborne in possession of a loaded syringe. He admitted to deputies he had smoked methamphetamine. Osborne was transported to the hospital for evaluation of possible injuries from the crash and upon release was lodged in the Laurel County Correctional Center. In addition to the parole warrant, he was charged with operating a motor vehicle under the influence – fourth offense, driving on a DUI suspended license – third offense and possession of drug paraphernalia.
